Into this the Thalmor poured Imperial generals fought conservatively, not expending precious resources on anything but holding important points, and the tactic worked. Aemilius' persecution of the Stormcloaks ended with the death of Ulfric Stormcloak, but Skyrim had been devastated, and it would not recover for a long time. When cities were sacked, huge swaths of men died entire towns simply vanished - the Stormcloak-allied people slaughtered, the buildings burned, and the fields salted. General Aemilius, who relieved General Tullius after the Peace broke down, saw that the only way to defeat the Stormcloaks was to leave nothing standing where the Stormcloaks were. The Skyrim Civil War was one of the most brutal conflicts yet witnessed the Imperial General Aemilius had seen to that. Skyrim had only just gotten out of another conflict.
Imperial defenses were strongest in Cyrodiil to the west, but Skyrim was a potential corridor through which the Aldmeri could go around the nightmare of defenses prepared against such an invasion. They struck out across the sea while simultaneously Thalmor agents, previously charged with enforcing the ban on worshipping Talos through the Empire, now became sleeper agents to wreck the Empire's internal affairs.įor a time, the Aldmeri Dominion made good progress.
